i just got a full megan exhaust and only want to put on the cat back section for now, are the flanges gonna match up with the stock cat or will i need a new 3" cat.
and do i need a doughnut gasket for the down pipe or regular gasket

the flanges will meet up just fine, as far as gaskets are concerned, you dont have to replace them unless they look like the need to be replaced or unless you want to.

i want to put the down pipe on after i get an o2 housing, and trying to avoid getting tuned till i have everything i want (which is wide band 02, o2 housing, MBC, gauges, recirc bov and i should be good for now) but i miss a louder exhaust.
but if you all dont think i would need a tune with the down pipe then i can put it on

Not a bad idea. It should be a pretty easy install.
I'd wait and do it all at once. Those cat bolts get rusted on there pretty hardcore.
For the gasket, it depends on if your downpipe has a flat flange or a flange with an inward slope to it (like the stock one). Flat flange is a flat gasket, a tapered inward flange uses a donut gasket. Test fit the gasket on the o2 before installing; my donut gasket didn't quite fit over the o2 housing so I had to smack it on with a hammer prior to installing the o2 housing.
Evos run rich from the factory so you don't need a tune with a catback, but again, those bolts rust like crazy and sometimes even an impact gun won't budge them. I'd replace the whole turboback at once.
I'd wait and do it all at once. Those cat bolts get rusted on there pretty hardcore.

Good idea. :) I've done 3 turbobacks, and every single one had the bolts rusted into a big wad of stripped bolts after 10 minutes. PB blaster, impact gun, 2' breaker bar, a 2' breaker bar with a 4' piece of pipe ... it was just impossible to budge and did nothing but round off the bolts. I refuse to do just a downpipe or catback any more. :D

or my o2 that would not budge.... i ran a turboback Without a tune for a few months. i waited to get tuned til i put on the full intercooler system

Get a Torch like a Butane for plumbing if you can get the car high enough to safely heat them up and try taking them off that way.

Are you doing the full turboback? If so, the only bolts you need to get out that could be rusty are the downpipe bolts. For those, PB blaster, wait a bit, 12" socket extension, 2' breaker bar, 3' piece of pipe on the bar, and slowwwwwly try to loosen them.
If you're trying to nut split the cat bolts, one (or both?) side is threaded, so you'll have to split the nuts, drill the bolt shaft out, retap the thread... it's not a fun chore.
If you were trying to drop the car on the wrench to get the cat bolts off, the exhaust is on flexible hangers so it can move a bit, and I think the stock downpipe bolts are spring bolts so that might even flex a bit too. After that, if your motor mounts are getting worn, you *might* even be able to move the engine a bit. After all those things stop flexing/moving, you'd have tension on the wrench, but not much until then.

My suggestion to you, is if you can't get the catback section off by itself do the whole turbo back. A tune can wait. You don't absolutely need a tune for just exhaust.

im trying to put on turbo back but keep the stock cat instead of using the test pipe i got the down pipe bolts off with no problem, but the cat bolts are stuck. ill give it another try after the car had been running and with a torch and impact wrench and anything else, if that fails then ill run with the test pipe and take it to a shop down the street to get the bolts off the cat

Don't use a Impact after a Torch it will almost guaranteed strip them.
